Kunming has designated the Mohan-Boten Cooperative Zone and Shanghai-Yunnan Technology Park in Kunming as core areas for undertaking industrial transfers and projects. These two industrial parks will be further developed with high standards to serve as new engines for the city's high-quality development.

The measure aims, on one hand, to unlock the potential and effectiveness of cooperation between Shanghai and Yunnan province, attracting projects and enterprises from Shanghai or other cities to develop and consolidate into clusters in Kunming and the town of Mohan. On the other hand, it also encourages Kunming's districts and functional zones to leverage their own advantages and participate in cross-regional industrial cooperation.

In recent years, Kunming has energetically established cooperative approaches for coordinated development across regions. It strives to optimize the spatial allocation of economic resources, encouraging counties and districts to develop and team up beyond administrative boundaries.

Kunming has mobilized departments at all levels, promoting investment attraction and industrial transfer projects and jointly creating a new hub for industrial transfer in the city. This effort accelerates the construction of a cross-regional cooperation mechanism aimed at building win-win cooperation and sharing interests.
