Kunming enhances development with significant investments

In 2023, Kunming's general expenditures totaled 83.78 billion yuan($11.64 billion), primarily allocated to support industrial development, ensure livelihoods, and promote higher-level opening up.

Last year, Kunming invested 2.06 billion yuan in industrial development, supporting the three-year plan for industrial investment, advancing emerging industries including biomedicine, advanced equipment manufacturing, the digital economy, and new materials.

The city invested 410 million yuan to promote the development of inclusive finance demonstration zones and financing guarantee systems, facilitating financing for small and micro enterprises.

 It also invested 460 million yuan in scientific and technological funds, focusing on the construction of an international science and technology innovation center, encouraging enterprises to increase research and development investment, and promoting the transformation of scientific and technological achievements.

Throughout the year, Kunming's general public budget allocated 62.37 billion yuan for livelihood expenditures, accounting for 74.5 percent of Kunming's overall public budget expenditures.

Kunming's education expenditure amounted to 14.19 billion yuan, for student financial aid, supporting kindergartens to improve their educational conditions, and promoting vocational education reform and development.

In advancing the construction of a healthy Kunming, the city invested 2.56 billion yuan in fiscal subsidies for the development of health care.

Kunming has improved its social security system by investing 640 million yuan in key groups for employment, entrepreneurship, and unemployment insurance, supporting stable and expanded employment. It also allocated 1.02 billion yuan for minimum living allowances for urban and rural residents. Additionally, 2.77 billion yuan was allocated as fiscal subsidies for urban and rural residents' medical insurance funds, enhancing the long-term care insurance system.

In 2023, Kunming focused on promoting higher-level opening up to South Asia and Southeast Asia. The city invested 2.99 billion yuan in comprehensive transportation infrastructure such as highways, railways, and new shipping routes. Additionally, 2.06 billion yuan was invested in the construction of the Mohan International Port City to develop industrial park projects, improve infrastructure, enhance the level of customs clearance facilitation at ports, and implement 42 other projects.
