Kunming, capital city of Southwest China's Yunnan province, made the list of "2021 Charming China -- Top 10 Chinese Cities with the Most Potential in the Eyes of Foreign Talents".

s released by the Foreign Talent Research Center in the Ministry of Science and Technology at a ceremony on Dec 29, 2022.
In March 2022, the Department of Strategy and Planning in the Ministry of Science and Technology kicked off a survey among foreign talents about their impressions and assessment of living, working in Chinese cities where they reside. They also observed innovation and the entrepreneurship environment in those cities.
During the past few years, Kunming has intensified efforts to further improve the business environment and make the lives of foreign talents more convenient.
Kunming Municipal Bureau of Science and Technology has formulated a plan for the one-stop services for foreign talents and will roll out the scheme in Kunming Center of Administrative Services.
Meanwhile, Kunming has given priority to project development and endeavored to attract more foreign talents.
In 2022, two projects of Kunming involving foreign talents received financial assistance worth 390,000 yuan ($ 56,394). The city made 10 projects into the provincial-level key programs of foreign talents, with financial aid worth 680,000 yuan.
